Navy Block Learning: A Program for Relevant Career Training

Block Learning represents the foundational phase of a broader training initiative known as Ready Relevant Learning (RRL). This program fundamentally restructures the traditional entry-level initial training pathways into segmented blocks, strategically distributed throughout a Sailor’s career progression.

Under this enhanced system, Fleet Sailors are required to return for focused training intervals roughly 24 months after their arrival at operational units. This recurring training is designed to ensure completion of essential training modules and to facilitate the acquisition of progressive Navy Enlisted Classifications (NECs), directly contributing to career advancement and expertise.

The defining characteristic of this modern approach is the delivery of training at precise points within a Sailor’s career trajectory. These defined training periods are systematically categorized as ‘blocks’. Understanding these block definitions is crucial to grasping the RRL framework.

Block 0 encompasses all training activities conducted prior to a Sailor’s first command assignment. Key examples of Block 0 training include:

  • Recruit Training Command (RTC), the Navy’s boot camp providing foundational military skills.
  • Life Skills (LS) training, focusing on personal and professional development.
  • Accession path training, such as specialized “A” or advanced “C” schools that provide job-specific technical skills. This is a critical program that offers training relevant to this career from the outset.

Block 1 designates formalized, rate-specific training delivered during a Sailor’s initial tour of duty. This training block is strategically timed for delivery between 12 to 24 months after a Sailor reports to their first command, ensuring relevance to their developing career.

Block 1.X acknowledges the potential need for further block training during the first sea tour. If necessary, subsequent training blocks, designated as Block 1.2, 1.3, and so on, can be implemented to address evolving skill requirements or career progression.

Block 2 refers to formalized rate training scheduled immediately preceding or during a Sailor’s second tour assignment. This block ensures Sailors receive advanced training relevant to the next stage of their Navy career.

Modern Delivery at Point of Need for Effective Learning

The RRL initiative prioritizes modernized content and diverse delivery methods to accelerate the learning process, mitigate skill atrophy, and provide readily accessible on-the-job performance support. This approach ensures that training is not only relevant but also effectively delivered when and where it is needed most.

Block Learning (2017 – 2022): This initial phase focused on modernizing entry-level training to cultivate proficiency precisely when it becomes necessary in a Sailor’s career. This program that offers training relevant to this career was a key focus.

Enhanced, Accessible Learning (2018 – 2025): Building upon Block Learning, this phase enhances the learning continuum with improved content and a range of delivery options directly accessible at waterfront locations, increasing convenience and accessibility for Sailors.

Modernized, On-Demand, Fleet-Responsive Learning (2020 and Beyond): This represents the fully realized vision of RRL, providing robust training options and performance support readily available at convenient locations, ensuring continuous learning and adaptation throughout a naval career.

A core objective of RRL is to significantly reduce both the cost and time associated with delivering the most pertinent training to the Fleet. Modernized, On-Demand, Fleet-Responsive Learning (2020 and Beyond): This culminating phase empowers rapid and responsive content control authority, driving continuous improvement and ensuring that training content remains cutting-edge and directly addresses the evolving needs of the Fleet. This dynamic approach to content development is essential for a program that offers training relevant to this career long-term.
