OBIC Clinic

Established in 2003, the Office-Based Buprenorphine Induction Clinic (OBIC), formerly known as the Office-Based Buprenorphine Induction Clinic, stands as a pioneering model for initiating better addiction care. OBIC focuses on individuals seeking to reduce or stop drug use, playing a crucial role in Community Behavioral Health Services. The clinic specializes in starting buprenorphine treatment for opioid use disorder, stabilizing patients, and seamlessly transitioning them into long-term care integrated with community-based primary care or mental health services. Located centrally at 1380 Howard Street alongside Behavioral Health Access Services and funded by the San Francisco Department of Public Health (SFDPH), OBIC addresses a critical need for accessible and effective addiction treatment. Serving a largely indigent population, many of whom are homeless or marginally housed, OBIC delivers culturally sensitive, linguistically appropriate, and age-appropriate care rooted in best-practice principles. As the nation’s first buprenorphine induction clinic, OBIC has successfully initiated treatment for over 2,000 patients, emphasizing the elimination of stigma associated with substance use and behavioral health challenges. Opiate Treatment Outpatient Program (OTOP)

The Opiate Treatment Outpatient Program (OTOP) provides essential methadone detoxification and maintenance services to individuals with heroin dependence, integrating crucial medical and psychiatric support. OTOP has been at the forefront of combating the HIV epidemic among injection drug users since its onset, actively engaging in research, prevention, and medical care. Clients benefit from as-needed HIV testing, HIV risk reduction counseling aimed at preventing transmission or disease progression, and specialized HIV medication adherence coaching, all contributing to better addiction care and overall health outcomes. Designated as the county methadone treatment provider for the most medically and psychiatrically vulnerable individuals with opiate use disorder, OTOP is licensed to serve up to 750 clients daily, demonstrating its significant capacity to address the opioid crisis. Further details can be found at dsaam.org/otop.

Methadone Van

Extending the reach of better addiction care, the Methadone Van delivers methadone dosing and counseling services directly to individuals at Ward 93 (OTOP) at Zuckerberg San Francisco General and in Bayview Hunters Point. This mobile service enhances accessibility to treatment, particularly for those facing transportation barriers or residing in underserved communities, ensuring more individuals can access vital medication and support. Office-Based Opiate Treatment Program (OBOT)

The Office-Based Opiate Treatment Program (OBOT) integrates methadone maintenance treatment into primary care, psychiatric, or methadone clinics, fostering a collaborative approach to better addiction care. Counseling services are provided at Community Health Network (CHN) sites, including Tom Waddell Health Center, Positive Health Clinic, and Potrero Hill Health Center. The Division of Substance Abuse and Addiction Medicine offers crucial clinical coordination and quality monitoring across all OBOT sites, ensuring consistent and high-quality care delivery within community settings. Stimulant Treatment Outpatient Program (STOP)

The Stimulant Treatment Outpatient Program (STOP) addresses the growing need for specialized treatment for stimulant use disorders. STOP offers outpatient substance use disorder treatment to adults struggling with methamphetamine or cocaine use disorders, particularly those with co-occurring psychiatric conditions, chronic illnesses, or involvement in the criminal justice system. By accepting referrals from Citywide Case Management and the Positive Health Program, STOP ensures accessible better addiction care for San Francisco residents with Medi-Cal or no insurance, filling a critical gap in services for stimulant addiction.
